John Carter

John Carter is senior vice president, Platform Operations for ABILITY Network, an Inovalon company, where he leads planning and delivery for the company’s platform operations groups. John joined ABILITY in February 2016 as senior vice president of Clearinghouse Operations where he was responsible for day-to-day transaction operations supporting over 45,000 healthcare providers of all sizes, across the continuum of care.

Previously, John was the owner and founder of two nationwide healthcare clearinghouses: Healthcare Administration Technologies, now part of PNC Healthcare; and G4 Health Systems, now part of ABILITY.

He has more than 30 years of experience in healthcare EDI and revenue cycle management, leading the design, development and operations of large-scale systems and business office applications processing billions of transactions nationwide.

As one of the first implementers of HIPAA Transaction and Codes Sets, John was one of the industry experts asked to provide testimony to the National Committee on Vital and Health Statistics (NCVHS). Throughout his career, he has shared his insight through volunteer involvement with a number of standard-setting organizations, including the Data Interchange Standards Association, the Workgroup for Electronic Data Interchange, the National Uniform Billing Committee and the Oklahoma Governors HIPAA Task Force.

John studied Computer and Information Sciences at Oklahoma State University.
